Sugar millers and the state government, which has several sugar barons from the Congress and the NCP as ministers, had proposed legal amendments to enable breaking up of the fair and remunerative price (FRP) payment in instalments, instead of paying it as a lump sum amount within 14 days of cane delivery as mandated by the law.
